Supporting financial close of 1GW Hai Long offshore wind farm

Ramboll played a critical role in supporting the credit agreement signing of the Hai Long offshore wind farm in Taiwan.  

Located approximately 45-70 km off the West coast of Changhua County in Taiwan, the Hai Long offshore wind farm is set to reach a combined capacity of just over 1GW, making it a significant contributor to Taiwan’s energy transition goals. This large-scale project, sponsored by Mitsui & Co., Ltd., and Northland Power Inc., aims to complete construction by 2026 and operate for over 25 years. 

The project has secured NTD 117 billion (3,3 billion EUR) in debt provision from lenders and Export Credit Agencies (ECAs) through long-term project financing – a pioneering achievement for Taiwan’s offshore wind sector. 

Ramboll (then still K2 Management which was acquired by Ramboll in 2024), played a pivotal role as the appointed Lender’s Technical Adviser (LTA) and Lender’s Environmental and Social Adviser (LESA), carrying out technical due diligence to ensure a thorough understanding of the project's construction, performance, and safety. This work also encompassed managing the necessary considerations for local communities and habitats, adhering to Taiwanese regulations. 

Ramboll's contribution involved close collaboration with lenders and ECAs to recognize and account for the risks and opportunities related to the project's technical performance. This ongoing support will continue to provide significant value throughout the construction and operational phases of the Hai Long project.
